795212 - Create one holistic way to email *all* vouched Mozillians

Following up on a long ago discussion with Mitchell and MRZ about having one way to email all paid + core volunteer staff. This should be solved by:

* All new paid staff creating a Mozillian profile as part of onboarding [sounds like this is done]
* ExactTarget basket integration [is there a bug for this?]

This also solves for having IT needing to pull an email list for us.

Based on our ExactTarget integration launching in December, I think we can close out this bug. Mary, can you please confirm?
