Fix perma-orange from PeerConnection API cleanup.
Checkin https://hg.mozilla.org/projects/alder/rev/709d312d6412 (which has no bug) broke test M3 by adding external interfaces.
r? anant because I would likely have reviewed it normally. Once we're in m-c, this sort of change probably needs to go through a DOM peer, even though it's simple.
