Obviously this isn't a blocker, but stub installer may deserve its own entry in package-name.mk, to make it easier when (and if) we change the name later.

Marking as verified to indicate that I can confirm there is a stub installer getting uploaded to ftp.mozilla.org/pub/mozilla.org/firefox/nightly/latest-mozilla-central that is a signed build for win 32.
