Sign and upload stub installer
See bug 322206 comment #160 for info on what needs to be done to upload
Try build is here: http://firstname.lastname@example.org/try-win32/ The stub installer is signed with the self-signed try key which is expected for try builds.

Obviously this isn't a blocker, but stub installer may deserve its own entry in package-name.mk, to make it easier when (and if) we change the name later.

Marking as verified to indicate that I can confirm there is a stub installer getting uploaded to ftp.mozilla.org/pub/mozilla.org/firefox/nightly/latest-mozilla-central that is a signed build for win 32.
