We want to be able to switch between the two themes. We'll need a checkbox. But where?

We need a solution for the current UI, and a solution for the new one (the Toolbox).
Joe's idea: let's use a gcli command for now, with a toolbar button that runs it.
If we ever have such a feature, we can always use a "gear" icon in the toolbox. We have a lot of theme-related bugs. I'm closing them, because it's a mess. triage. Filter on PINKISBEAUTIFUL
