We need to review the current code and run test against it. Also, we do not have the Unicode to HZ code part yet which is necessary for form submission save file as sending email, etc Mark the remainning part as M12
Both Decoder and Encoder are checked in before M11. Need more testing. Teruko, do we have any test cases for HZ ? Could you please push them out so intel folks can use them. Otherwise. put them into a zip and mail to them (Please zip it so the mailer won't damage it)

An optimzed decoder is checked in. Of course we can further optimize the speed by use more memory for the mapping table.
