When a file transfer process is completed, we send a system message to notify observing apps.

Attachment: patch 1: v1: Implementation and moved function BroadcastSystemMessage to BluetoothUtils.cpp

Both BluetoothHfpManager & BluetoothOppManager use the same broadcast function, so moved it to BluetoothUtils.cpp.

The interface of system message was discussed with Ian Liu, who is in charge of Bluetooth file-sharing app in Gaia.
