@cvan write some spiffy middleware that doesn't do the redirects to en-US. We'd like to use that elsewhere. The current middleware is in funfactory, we could add it there too.
P1 because locale redirects are going to kill our mobile performance

AMO's middleware was still using the prefixer for everything so I mostly ignored it and stitched in the prefixer parts directly.
