Mail needs to break up it's CSS files a bit - we need to root each xul file with
a specific css file. There are annoying problems with keeping so many style
rules in messenger.css, especially when certain IDs are shared between different
windows like the 3-pane, search dialog, and address chooser.

This would improve the appearance of several windows, and make the css more
manageable

Won't be able to do this for 0.9.1. I'll post a patch with my progress for
archival purposes in case I'm not able to get back to this for a while.
