(not sure if I'm in the correct component) STR: Open http://www.khanacademy.org/math/algebra/algebra-functions/e/graphing_points and check the left pane. Result: By default khanacademy.org hides the classic scrollbars and displays its own ones, but with support of W3C touch events, the classic scrollbars appear and "disable" the default ones. Setting dom.w3c_touch_events.enabled = false fixes the issue.
So is this a real bug or a Tech Evanglism issue?

This doesn't happen any more, we just get classic scrollbars regardless of touch events.
