Steps:

1. Grab the latest stub installer build
2. Install it on win 8

Expected:

When you to the installing phase, only the installing progress bar should be showing activity.

Actual:

In the installing phase, both the downloading and installing progress bars show activity.

Actually, this is the same underlying problem as bug 798810. Dup.
