The submission API along with so far two client libraries (Python, PHP) is ready to roll thanks to Andy and Piotr, but the devhub does not mention them.

Let's add a page that covers this and at least links to the API docs and the libraries.

FWIW, this is also a Q4 goal.

So, this is different from the API documentation which already exists:

Assigning it to dbuc for specs (this goes into the next sprint). Happy to elaborate more on what the API can do (Andy feel free to weigh in), but, basically you can:
- submit apps as yourself and nominate them for review
- use our PHP library or Python library to do so (or any language by using REST + OAuth directly).

You'll need to contact us to get an API key in production, but on dev you can generate your own and test to your heart's content.

Andy/Piotr, anything I am missing?
