I've got a WIP for this - it looks great, but it also shows up situations where we incorrectly lose layers (possibly due to https://bugzilla.mozilla.org/show_bug.cgi?id=795674#c28 - I need to check).
I might just mitigate for this situation (which will make page loads look less fancy) and carry on, but it'd be great to not have to...

Attaching my WIP, for reference. This makes no effort to cooperate with the reusable tile store, and I won't be making any attempt to cooperate with the screenshot layer (we're hoping that progressive tiles will supersede the screenshot layer)

With low-res tiles and improved render performance since this time, I don't think we'll need this. Interesting to note that the Android stock browser removed this feature in Jellybean...
