80127 - Offline: Select Items not modal to Download/Sync Now dialog

Using may08-10 commercial builds

The Select Items dialog is not modal to the Download/Sync Now dialog; it can be
left open when the download/sync dialog is closed.  It also doesn't always
surface to top when launched from download/synch dialog -- particularly
ill-behaved on mac.

It is okay when launched through account settings Offline & Disk Space panel.

Verified:
 -can't close Download & Sync window (or bring it into the foreground) if
  the Select Items Dialog window is currently up
 -Select Items Dialog does surface to the top when you click the
  select button
