I can't quit or create new navigator windows after closing all my browser
windows. As long as windows are open, I can do everything I've tried, but when
all windows are closed, the only way I've found to open a new window is to
choose Tasks > Navigator. This happens regardless of whether I use the keyboard
accelerators or selecting from the menu with the mouse.
Reproducible: Always
Steps to Reproduce:
1. Have windows open.
2. Close them.
3. Try to quit or open new windows using the File menu commands.
Actual Results: Nothing apparently happens.
Expected Results: The menu command should fire: Mozilla should quit or create a
new browser window.
