Split off from bug 601093. 

In most fields which take an enum of some sort (e.g. resolution, OS or platform), Bugzilla accepts invalid values on search and returns no results. But for keywords (and statuses - bug 601093), it instead simply ignores those values. This means that if someone searches for a non-existent keyword, instead of getting no bugs, they get every bug in the DB!
