The bookmarks arrow panel can be moved a few pixels higher to sit closer to the bookmarks star. This will draw a tighter visual connection between the two as well as increase the amount of chrome that we overlay with the arrow panel.

Tested on Windows and OS X, no change needed on Linux as the .urlbar-icon already had zero top/bottom padding.
