Reproducible: Always
Steps to Reproduce:
1. Open bookmark manager
2. Create a new folder
3. Open the new folder and create a new bookmark inside it.
4. Switch to browser.
5. Click on Bookmarks menu and move your mouse to the new folder.
Actual Results: An extra bookmark called "(Empty)" is created.
Expected Results: The bookmark "(Empty)" should not be created.

Verified. This is indeed a duplicate of bug 79411 --New bookmark folders show
"(Empty)" item until mozilla restarted
