Steps to reproduce:
some qualcomm's ics hardwares use HAL_PIXEL_FORMAT_YCbCr_420_SP_TILED as video hw codecs' output color format.

My phone's video hw codecs' output color format is the above color format. It is necessary for showing H.264 video thumbnail in gaia's video app to add the color format support to GonkIOSurfaceImage.
It seems that it is necessary for ics_strawberry. unagi device uses ics_chocolate and it is not necessary for them.

By applying the patch, I confirmed H.264 video's thumbnail was shown in gaia's video app on my phone.
