On some device,
the modem will wait for Gecko/Android to send RIL_REQUEST_REPORT_STK_SERVICE_IS_RUNNING to inform modem that Gecko/Android is ready for STK commands.
Without this request the modem won't report UNSOL_STK_PROACTIVE_COMMAND.

This bug should be bb+ because it blocks partner to test STK features.
