Lightning is now being built alongside Thunderbird on the same builders and reporting to the same tree. Therefore if we close the tree due to bustage, we should also stop Lightning checkins.
The attached patch should work fine, and passes tests to the same extent they were passing before the patch on my machine.

This should now be fixed, now that bug 807694 is fixed.
