This would be a great improvement for keyboard-only users and, when assistive technologies like screen readers would be supporting the caret browsing as well, the PDFjs will be all set too.

Release Note Request (optional, but appreciated)
[Why is this notable]: Important accessibility improvement in the PDF viewer for keyboard-only users.
[Affects Firefox for Android]: No.
[Suggested wording]: Caret browsing mode now also works in PDFs.
[Links (documentation, blog post, etc)]: I wanted to link to SUMO, but I can't find an article about caret browsing. Perhaps we should write one.

I filed bug 1879899 to update the page to mention PDFs too.
