807799 - Turn on full set of passing B2G reftests on Cedar

The work done to triage b2g reftests was done in bug 773482. Awhile back I ran the tests every day and disabled all of the random oranges that cropped up. The patch to do so is definitely bit-rotted, but I'll merge and upload it tomorrow.

My bet is there will be several tests that fail on the slave environment and possibly some newly added ones that will need to be disabled as well.

This patch should result in a relatively green run with reftest.browser.iframe.enabled set to false. When that pref is set to true we'll get a whole bunch of extra failures (see bug 785074).

Unfortunately I didn't get a chance to triage tests that fail with that pref enabled.

This will also require changing the test_manifest in the mozharness script to point to layout/reftests/reftest.list
