Details
To verify fix of bug 806280 I downloaded a couple of random localized nightly stub installers. After installation I always get en-US installed.
Per http://hg.mozilla.org/mozilla-central/file/00c925c90f86/browser/branding/nightly/branding.nsi#l16 the URL should look like this:
http://download.mozilla.org/?product=firefox-latest&os=win&lang=es-ES
Bouncer redirects me to:
Location: http://wpc.1237.edgecastcdn.net/801237/download.cdn.mozilla.net/pub/mozilla.org//firefox/nightly/latest-mozilla-central/firefox-19.0a1.en-US.win32.installer.exe

It's the same for Aurora...
In bounceradmin we have the followinf entry for firefox-nightly-latest:
/firefox/nightly/latest-mozilla-central/firefox-19.0a1.en-US.win32.installer.exe
Since the localized builds are not in latest-mozilla-central we cannot use the same product unless we upload localized builds to the same location....
Summary: Localized stub installers download en-US version of Nightly → Localized stub installers download en-US version of Nightly/Aurora
