Steps:
1. Start up a HTTP Debugging Proxy (e.g. Fiddler)
2. Install Firefox
Expected:
No promotional content should experience overlap.
Actual:
In the install phase of the stub, I'm seeing promotional content experiencing overlap.

Not related to bug 798810... same symptom different reason... different fix.

Not blocking mainly cause the probability of reproducing this now is very small.
