In Language & Region settings, changing the OS language should not change the language in the sample format.

Details
The sample format is connected with Region, not Language. Basically, the sample format is modified only when the user changes the region. When the Region is changed, the sample is modified to the language and format of the selected region.
This may seem like a strange design choice, but I've looked at the problem from multiple angles, and decided this was the best choice to cover cases such as:
I live in Japan (calendar, currency, etc. show Japanese format) but want my phone to be in English (all other strings are in English)
Also, there are precedents with other mobile OSes.

Again, the date/time formats are connected with the language for technical reasons. I do understand it’s not optimal but that’s been accepted for v1.
Doesn't that defeat the purpose of having the region field then? Maybe I'm not understanding the situation? Should we just remove the region field if it doesn't do anything?

Hi,
I agree with Larissa and Naoki here.
I think it would be very beneficial to implement this properly. Since I live in Central Europe, I'd like to see date and time formats as they are used here (eg. 24-hour format, etc.) but I want the language to remain English for a simple reason: I'd like to be able to submit bug reports and quote English error messages in the bugzilla.
