809195 - Put up notice that MoLegal form is deprecated in favour of project-review form

Pursuant to our meeting on Tuesday, Nov 6, the Legal team would like a notice on the MoLegal form (https://bugzilla.mozilla.org/enter_bug.cgi?product=Legal&format=legal) to indicate that the form has been deprecated in favour of the new Project Review form (https://bugzilla.mozilla.org/form.moz.project.review).

Thanks Mark. This should wait until the Project Kick-off form is publicly rolled out. Right now it's on the production server, but is still in the testing phase. There will be a public roll-out sometime soon, and that would be the right time to add the notice to the MoLegal form.

In thinking about it more, there will still be cases where only a legal bug is needed, for example a request for a patent analysis. Here's a draft of the message to put at the top of the MoLegal bug form: 

"If you are requesting legal review of a new product or service, a new feature of an existing product or service, or any type of contract, please go here to kick-off review of your project: https://bugzilla.mozilla.org/form.moz.project.review.

If you are requesting another type of legal action, e.g patent analysis, trademark misuse investigation, HR issue, or standards work, please use this form."
