I propose to set browser.cache.disk_cache_ssl to false.

I believe regression bug 659736 was caused by bug 531801.

Because nobody has paid attention to bug 659736 in a very long time (which is a shame),
I propose to fix the bug by disabling caching of https.
This would be a huge performance regression. It is unfortunate that bug 659736 regressed and we should fix it. There is progress being made to fix it. See bug 754365.
