A lot of our extensions(all jetpack ones?) end up unzipped which is terrible for performance
Depends on: 810146
Blocks: start-faster
Can you give examples? I have plenty of Jetpack add-ons installed packed. They might be using an old version of the SDK that didn't support packed installation. I have 20 extensions in my profile, only 4 are unpacked and none of those are Jetpack based.

You are right, both of my jetpacks specify <unpacked>true</.
password visualizer and Aaap tab are the jetpack extensions that are unpacked here.
