To maintenance for all, I want to replace this with JS version.
Also, there is hang as bp-5bde013b-6d0d-4e85-8e97-3d0722121108 for Fennec Android. Since this dialog is XUL, Fennec will hang when using nsICookiePromptService with network.cookie.lifetimePolicy=1. So, since this dialog is unused on Fennec and B2G, we should remove it if on Fennec or B2G.
