Probably involves adding some sort of "ready" state to release kickoff and starting releases off as "not ready".

I think I have this working in https://github.com/bhearsum/release-kickoff/compare/864712fafa39b2cf7b0a3f471c22b1d73b165b34...3fd0e3581fca4ed5c6bee55b2b2764e6c9ec915b
My simulated tests worked fine, and I'm going to test it with the releases this week.
