812343 - Empty panel on Windows needs downloads richlist collapsed

Unlike pinstripe and gnomestripe, the downloads item richlistbox in winstripe isn't being collapsed when there are no downloads in the panel.

This makes it show up abnormally tall. See screenshot.

This is a super easy CSS fix.
