Hi Pablo, could you please provide more details about how to reproduce this bug?

Some backgrounds: currently we're using RIL NITZ to automatically update the system time, where the NITZ info is provided by the SIM card provider instead of from the Internet. Therefore, you have to install a SIM card to see the auto-update effect.

We should provide a better experience for users who start the phone without a sim card installed, would they do that for testing or just being impatient when they unpack our beautiful product :D:D:D

Maybe we can use other system different than RILZ if we don't detect a simcard. (backend/frontend feedback here?)

Or at least, provide a way to jump years instead of months (UX feedback here)

Yes! That's possible! :) Bug 714355 considers NTP/SNTP in addition to NITZ, which only depends on the Wifi connection. However, it has low priority now. Let's request bb+ again if our users has bad experience when starting up their phones.

Instead of depending on bug 714355, I would say that it's a duplicate (i.e. if bug 714355 is fixed this feature will automatically work). 
By the way, bug  714355 is bb-, so we should reevaluate if we decide this bug is bb+.
