Details

When the browser makes a get to download a graphics from a <img src="blahblah">
type call the http_referer is not sent.

I have a script logger.pl which will send the graphic count.gif when the
http_referer is from the local domain.
If I make the <img src into a <a href the link will work since that seems to
send the http_referer okay.
But when downloaded as part of the page painting process the http_referer is not
sent.
I verified this by emailing to myself the ENV when the graphic request was made.
Let me know if you need any help with testing this.

Thankyou. It's a genuine dup and no regression then: 
0.9 build ID from May 5th (0505) means the fix was checked in two days later.
