The FIRST Tab click should select & highlight the URLbar - only after that (2nd
and subsequent Tab clicks) should Tabbing move through the document.

This will provide quick and intuitive access to the URL bar. 

It will also make M$ IE "defectors" feel more at home ;)

I am going to invalid this and instead make bug 81377 to represent all 
options (tab, escape, etc...) There is no reason to have 2 bugs about 1 
problem.
