Can you add a screenshot? I'm on WinXP and the respective buttons are present.

Are you using a theme? Some themes are incompatible also when they claim to be. Please try with default theme. As a workaround you can disable the draw in title bar through Tools/Options.../Advanced/General and click on Config Editor... Then say yes to the warning and search for mail.tabs.drawInTitlebar. Double click it to change to false. Immediately the titlebar should appear as before TB 17.

Yep, it's a 3rd party theme problem. Please use the workaround in comment 2 or change to a compatible theme. And also please ask the theme author to fix his theme.

I close this bug as INVALID because this works with default theme and we don't fix third party themes.

This bug is valid, occurs without themes (have never used themes on Thunderbird).  It occurs after the system has been suspended or gone into power-saving mode, from what I can see.

Appearance tab showing only default theme

This is still ongoing, now with version 24.5.0, using "Default 24.5.0" as the theme (in other words, no 3rd-party themes installed).  I've attached another screenshot showing the appearance tab.  This screenshot correctly shows the button, after restarting Thunderbird.
Gary, do you also use Firefox? Do you see the same with Firefox?
I do use Firefox, but have never seen this behaviour there.  it's quite intermittent in Thunderbird - I've only noticed it after coming back to the PC after switching users and letting power saving kick in while Thunderbird was minimized, but even then it doesn't happen every time. (That may not even be related, I haven't been able to reproduce it deliberately)

One detail just noticed: while grabbing the top of the Thunderbird window to move it, the buttons temporarily returned on an opaque window-wide background (like the old menu bar).  This flickered as the window was moved, and disappeared when I let go again.  I wasn't able to capture this, sorry.

No Thunderbird extensions or themes have ever been installed on this system.
I have the same specs but can't reproduce your problem. I reopen the bug but it's hard to solve this bug when no developer can reproduce it. Do you minimize Firefox also on hibernation like TB? I'm asking this as I think this is a toolkit bug and not only affecting only TB as this part is shared with FX.

The bug has just re-occured - almost a month since the last incidence, and I have not been able to find any additional factors.  When this occurred there were two instances of Firefox running, one minimized, one maximized.  Neither have buttons missing.
Two more notes: while the buttons are missing, Thunderbird's "frame" has lost its transparency.  (I say "frame" as I don't know what to call it - the region of the window on which the buttons and tabs are normally found).  Rather than being transparent, it is a dark, opaque grey, as visible in the earlier screencap.
I note also that attempting to resize the Thunderbird window (on any side) restored the buttons briefly, but only when shrinking, not when increasing the window size.  In fact not only the buttons are restored, but they are on an opaque horizontal bar like an old-style title bar.  I can't screencap this brief flash, but it is very easily visible with each slight shrinking of the window.  It is above the tabs, and in the top-left it has the word "Thunderbird" and the name of the open inbox.

I have the same problem - Firefox's buttons become invisible after resuming from hibernation on Windows 8.1 x64, Firefox 32.0, default theme.

At first I thought the problem could be related to using the Classic Theme Restorer extension, but this bug occurs even if I disable that extension.
Taken in Firefox 32.0 on Windows 8.1 x64 after resume from hibernate.

I added screenshots of Firefox 32.0 taken after resuming from hibernate in Windows 8.1 x64.  These screenshots show (or don't show) the invisible buttons bug.
Because this happens also on Firefox I move this bug to core.

reproducable here on Win 8.
In my case I get frequent display driver failures on resume, maybe related.
Missing are images and icons that were visible before hibernating.
Images that are first shown after resuming will show correctly. E. g. if I wouldn't have had the customize toolbar dialog open, the (large) icons would be there.
Not reproducable in Safe Mode.
The problem remain unresolved. I only see this happen on resume. Not only are the buttons missing but control of the the associated functions is lost. Thunderbird has to be closed to be restarted to recover.
