User Agent: Mozilla/5.0 (Windows NT 5.2; WOW64; rv:16.0) Gecko/20121026 Firefox/16.0 SeaMonkey/2.13.2 Build ID: 20121026204328 Steps to reproduce: This problem happens when settings of "Privacy & Security" pages in Cookies preferences were changed as "Block cookies". I strongly believe this setting block all cookies EXCEPT for those sites where personal sites preferences were changed on "Allow Cookies From this Website" through "Tools - Cookie Manager". After this all cookies were be blocked except some sites where cookies really needed for users. Actual results: After Seamonkey upgrade to 2.14 version, first option have main and global priority than exception for allowed cookies for specific websites through cookies manager. Well, after change this preferences, before restart seamonkey still remember this setting, but after restart all cookies blocked again. Expected results: This preferences need to be work as it be in vesrsion of Seamonkey before 2.14 builds.

Bug 814554 will be fixed in SM 2.14.1 which is due today. Please recheck with that version once it is available.
After installations SeaMonkey 2.14.1 it seems this problem solved.
