Hmm, the way the default requestee is implemented it works on the flag level and these two flags are share among many other products. So if I set the requestee to the above addresses it would affect the others as well.

The workaround is to create separate review/ui-review flags specifically for the Calendar product and then set the default requestees there.

Let me confer with glob to see if this is the best route or if a more universal solution is better.

Good and bad news. We have a new extension that will fulfill this request for the 'review' flag but unfortunately not for the others currently. The bug that implemented this new functionality is bug 804708 and I can go ahead and make your changes for the 'review' flag. The only one we can't do at the moment is the ui-review which as I stated long ago we can work around by creating a separate dedicated flag if we absolutely need it.

Basically the new extension makes the review requestee mandatory and then provides a list of suggested reviewers to choose from.

I can live without the ui-review flag, we can see how it goes and how often other people are asked for calendar ui-reviews. Thanks!
