Quickly turning airplane mode on and off causes data connection setting to turn off.

Initial setup:
Data connection turned on & Airplane mode off
Data icon shows up in the top bar and browsing works.
Steps to reproduce:
In the settings app, turn airplane mode on and off quickly several times in a row (upwards to 20 times).
After a while, we can see that after disabling airplane mode the data connection setting will remain off.
Manually re-enabling the data connection setting will make the data connection work again, so it's just a matter of the setting not turning back on when mashing the airplane mode toggle.

Triage: BB-. Does not seem like a very common user behavior to do 20 times. And user can recover easily. Please renominate if this is really a problem for your CS release

pgravel, is this really blocking bug 808607? It looks like a very strange corner case

Part of the problem is that it is fairly random. I usually can reproduce within 20 toggles, but it could happen after tapping airplane mode 2 or 3 times if the user is unlucky, which isn't too far-fetched if the user accidentally turned airplane mode off and then wants it back on.

We already got some devs working on that bug, so this one could be closed if confirmed as dupe.

The RadioInterfaceLayer component *should* handle a setting that changes more quickly than what the RIL can keep up with. See bug 785982 and bug 793073. So it could be that we have a bug there.
