81714 - start page should set to homepage when relauch in -turbo mode

browser starup page should be set to homepage, instead of blank page, when 
relaunching in -turbo mode

to make it clear,

1) when launch in -turbo, home page should be blank page (about:blank), so that 
   we can fix 
   bug 81712 homepage with popup will cause problem when in -turbo mode
   bug 83139 homepage require authentication will cause problem when in -turbo 
             mode
   and possible other unknown cases that can create problems for -turbo launch.

2) when app is already running in -turbo mode in the background, if we launch 
   app, homepage displayed should be set to the default homepage in users' 
   preference.  Currently, we're launching with about:blank page.

problem.
