Steps to reproduce:
create new profile
enable click_to_play
open a youtube video
disable click_to_play
"Click here to activate the adobe flash plugin" is unclickable (doesn't work)
Expected results:
"Click here to activate the adobe flash plugin" should work. note that it works if you reenable click_to_play. (also nothing on error console....)

Looks like this is fixed in 19 and up. Also, refreshing the page seems to make everything work as expected, so I doubt any kind of fix will be uplifted. We could maybe write a test to make sure this doesn't regress in the future.
