Things like secondary tiles, search activations, protocol activations, and file activations are not working if done when the browser was previously closed. It is failing because we try to use nsICommanLineRunner but XPCOM is not initialized yet.
We need to handle startup differently and execute the event arguments after XPCOM initialization.
