817817 - Switching back to English after setting another language during first run doesn't honor language selection

While testing Unagi and running the signoff smoketest, using:

Gaia: 23ce635f2967712962ccb619eced1ccb072fc994

STR:
1. Using the option under Developer, launch the First run experience and set French as the default language
2. Set the language back to English in the settings
3. Restart the phone

Expected: Everything would be in English
Actual: Lock screen is in French, as well as the Device menu. See attached screenshot

I reset the phone but I haven't been able to reproduce this yet.

Bugzilla is messing up my comments, but basically I am seeing this again today using the latest nightly build (20121218). Here are the STR this time around:

1. Flash the phone with a fresh nightly build
2. Set Portuguese as the default language
3. Do some testing.
4. Set English as the default languages in Settings
5. See attached screenshots - SMS is still showing in the previous language.

Restarting the phone seems to fix the issue, although I briefly saw Portuguese in the UI for a moment before it switched to English.
