Some of the strings in pipnss.properties are constrained to the number of utf-8 bytes mentioned in the comments.
I checked a few, and they seem to be longer.
Sadly, the standards we need to hook in to to distribute that information are set to that number of bytes, so we can't work around those constraints on the code side, but need to within the localization.
If there are no shorter strings on urdu, we should revert some or all of the strings back to English.

Done changes in the pipnss.properties, As most of the strings are going out of bound of required bytes So, As instructed by you I had left 'em as is. As of now I am closing this bug please reopen it if you need anymore changes.
