81900 - Focus stolen from mail when browser load finishes

Something happened to focus recently:
while I am loading a page in the browser and
move over to the mail window, the browser window
comes to the front when it has finished loading
the content.  Stop that!  I'm reading mail now.
Load it in the backgound.

adding nsCatFood keyword, I think focus was one of the areas that catfood work 
was focused on.

this may be a dup of, but is certainly related to bug 81787
i think that what regressed that 1, caused this too.

on a related note, in my 2001-0520-20 win32-installer build (also on win2k) the
mail window has started grabbing the focus back from the browser window every
few minutes -- perhaps each time it checks for new messages on the server?

the behaviour i was seeing was, i think, merely an awkward combination of this
bug and 81787
