820241 - FM radio is exposed to all installed apps but it does not handle multiple clients sanely

While working on bug 815452, I saw that no attempt is made to deal with multiple clients of the FM radio API.  They'll cause bad and random things to happen to each other if they try to update values concurrently.

But I just checked [1] and FM is implicitly granted for installed apps.

I'm not sure this is behavior we would be comfortable shipping.

Needed to finish up implementation work we should have done in the first place, and avoid what are likely going to be nasty bugs that hit us if a user ever has two apps trying to use fm.  (Aka victims of our own success ...)

FxOS/Gonk has been removed from the codebase. Mass-invalidating FxOS related Device Interface bugs to clean up the component. 

If I incorrectly invalidated something, please let me know.
