3pane Character Set menu should reflect the current folder's character set

Details
The current 3 pane menu does not have a checkmark next to the current folder's character set. It should and it should change whenever a new folder is loaded to reflect that folder's character set.

Yes. That is the correct spec. The folder charset will eventually come into play when the folder proerty is implemented and the charset info is also carried with it. But even then, it will be just one of the charset checkmark determining factors, not "the" factor. arking it verified as invalid.
