Useful for troubleshooting issues/increasing security. Other browsers such as Opera/Chrome have this already implemented but Firefox has not added it yet.

It is planned to remove about:plugins in bug 747301. I thought there was some pref like "plugin.disabled" (for troubleshooting/testing), but this seems to have gone away. If you meant to change the focus of bug 817255, please comment there (and tell me if i misunderstood something).
There is a |plugin.disabled| but it is an undocumented pref -- it just disables the plugins system, and requires a restart to take effect. If we implement this we would need a separate pref that just causes the plugin enabled check to always return false.

If about:plugins is being considered for removal, the option could be added in a different location. Maybe "Options" or the setting menu on the plugin manager.
This makes it the same as bug 817255, lets continue over there.
