The license accept page on our clone of the ibench pages draws badly first time, 
and then mousing over the buttons causes bad layout.

To repro:
1. Load <http://dogspit/ibench/i-bench.htm>
2. Click the 'Start' button
3. Wait for the license page to load. When loaded, grab the scrollbar thumb, and 
scroll down until you see the 'I Accept'/'No Thanks' buttons.
4. Mouse over the 'I Accept' button. Note that it moves under your mouse, and 
draws badly.

Finally, if you then reload this page, you'll crash (see bug 82194).

Another example of bad first-time layout: load Example #8 (form), and mouse over 
the big grey table/button near the top. It re-lays out as you do so.
Happens on WINNT with current build as well. Marc and I tried to reduce i-bench
page a bit, but it did not display the problem when we grabbed just the table
cells which the buttons (gifs) were inside. Looks like its either a block or
table layout problem.
