Can't search for an exclusive thing with custom search

User Agent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.11 (KHTML, like Gecko) Chrome/23.0.1271.95 Safari/537.11
Steps to reproduce:
Tried to do a advanced search for bugs where the group is only in 'group A' (and not in any other group)
Actual results:
Tried custom search for
'Group' 'is equal to' 'Group A'
NOT 'Group' 'is not equal to' 'Group A'
but this does not work as a user would expect. It returns bugs that are in 'Group A' regardless of whether they are in other groups too
Expected results:
Return only bugs that are in 'Group A'
This is an issue with all multiple value per bug fields (e.g. keywords, cc list, drop down custom fields).
The SQL use for NOT group is not eqaul to group A doesn't work as I would expect it to with these tables (where one bug can have multiple values)

Looks like another symptom of bug 704842. Different field, but same root cause.
