Sometime recently, click-to-play started to display a prompt in the upper right corner (doorhanger?) for pages with plugin content. I have click-to-play enabled for everything, so I get this prompt a lot. I am a technical user who can make his own decisions about what plugin contents gets to play; for much of Flash-based ads, for example, I'd prefer to keep it disabled. In cases where I actually need all of the plugin content to play, I can find the UI for that myself.
I think dkeeler already has a bug about this. We want the more intrusive UI for the security blocklist CTP, and less intrusive UI for the user-chosen CTP. Since the security blocklist UI is the more important priority right now, this might have to wait a bit.

Yeah, that makes sense. I searched for a bug like that, but couldn't find one.
This should be fixed by bug 819992 (now in nightly, should be in the next beta). I'll mark this as a duplicate for now - feel free to reopen if that doesn't solve the issue (as I understand it, you'll see the drop-down once per session).
